The process of globalization, transition and the change to a market economy, as well as the decision and the desire of Croatia to join the EU, have opened a question of Croatian ability to cope with such transitional issues, from outdated business models and complicated and not transparent regulatory framework to the conditions favouring entrepreneurial economy. The National Competitiveness Council was founded  by the Government of Croatia, based on the initiative of the private business sector (Croatian Employers Association) at the beginning of 2002. The NCC is providing internnational measurability and comparability of Croatian competitiveness, benchmark analysis of Croatian competitiveness and policy recommendations as well as activities focused on raising the level of public awareness and knowledge about competitiveness.
